Sebastian County criminal justice panel learns about video phone tech
Video phones were provided to the county by the Association of Arkansas Counties (AAC) Risk Management Fund as part of a pilot program.

The planning committee of the Sebastian County Criminal Justice Coordinating Committee was briefed on video arraignment equipment at its meeting Tuesday.
Shirley Skulman, network administrator for Sebastian County Technology Services explained how the county’s video phone technology works, demonstrating with an actual video phone during the meeting. Capt. John Miller of the Sebastian County Sheriff’s Office explained the protocol for how to use them.
Sebastian County Sheriff Bill Hollenbeck said the video phones, which were provided to the county by the Association of Arkansas Counties (AAC) Risk Management Fund as part of a pilot program, have been in place for about six months.
“One of the responsibilities of the sheriff is to transport people from Arkansas Department of Corrections who’ve been sentenced back to Sebastian County to stand in front of the circuit or district court regarding old charges,” Hollenbeck said. “And a lot of these are charges that the defendant, or the detainee, wants to plead guilty to. ...”
